The whole chapter is talking about one topic:
Mt.18:4 Therefore whoever humbles himself as this little child is the greatest in the kingdom of heaven.
Mt.18:5 Whoever receives one little child like this in My name receives Me.
Jesus tells us in this chapter, how important these littel children are for him.
First he warns us, that whoever "Whoever causes one of these little ones who believe in Me to sin, it would be better for him if a millstone were hung around his neck, and he were drowned in the depth of the sea."
Then he speaks to them in a parable. In this parable he shows us, how precious and valuably these little children are for him. He even says, that "he rejoices more over that sheep than over the ninety-nine that did not go astray."
Afterwards he tells us, what we shall do, if someone has gone astray. The parable shows us God reactions, when a sheep is lost and in this passage he tells us, how we should act.
The last paragraph is talking about the relationships between the children of God.
So to sum up:
1) Whoever does not convert into a child, cannot enter the heavenly kingdom
2)Whoever causes one child to sin, is desperate lost
3)If one child has gone astray, then God will try to get this precious and valuable child back to his flock of sheep.
4)What shall we do when our brother has sinned against us? Should first tell everyone and make the problem larger than it is?? No=> FIRST: "go and tell him his fault between you and him alone. "
5) And what shall we do if he confess his sin?=> We should have compassion with him, just as Jesus had pity on us (We just give him, what we have received from God. We pass this love on.).
